Gervil - Is it really Swiss?

Saw this post on another site I recently joined. The identity of the poster has been cut out of the cap to protect privacy. So my question: Is Gervil really considered Swiss Made and/or do they really "rework Chinese movements and put them in their watches as the post below states?
Not knowing the latest and greatest requirements for Swiss Made rules, is that legal for branding a watch Swiss Made?

Yes, someone should crack open their case back if they haven't already to see what movement is in there. Is it a polished seagull?
