Kinda off-topic, but a PLA "Combination Compass Indicator" gift to the AMCHPR

I have no idea how this works, but I can provide the translations.

I only know two things about it:

1) It's a kind and intriguing gift from my mentor, Mr. Li Wei of the CHA, and
2) The translations:
a. 组合罗盘指示器 combination compass indicator
b. 中国人民解放军海军司令部军训部 Military Training Department of the Chinese People's Liberation Army Navy Command
c. 无线电台方位 (wireless) radio station location
d. 航向 course

I'd love it if anyone can explain how it works. I have an idea that it *may* have been used for pilot training, but maybe someone here has a better clue than I do.

The second picture shows one of the three small gears that can be used to turn the dials, but two of the three are repeats and both of those two turn the NEWS dial. The other turns the yellow/black hand.

There is normally a manual hand you can adjust. The other hand is going to point to magnetic north automatically. Turn the whole compass so the magnetic hand is on the north marker. You then move the manual hand to point in the direction you wanted to go and use that bearing or choose a reference point in the distance to head to and off you go. When you arrive at the reference point you repeat the process until you arrive at your destination.
