Any Seiko watches with dials marked 'Japan' without the case back of the watch also marked 'made in Japan,' or marked 'Japan' followed by the movement ID on the dial without being marked 'made in Japan' on the case back, or with no mark on the dial or the back, are OOC (out of country) Seikos.
AFAIK any Seiko watches marked made in Japan on the dial and on the back are legit.
Seiko has been highly deceptive in how they mark watches, and evasive about explaining how they do so, or acknowledging that they even manufacture / assemble anything outside of Japan, so nothing would surprise me. One thing I've found for certain is that the Swiss made frauds got nothin' on Seiko - the horrible QC speaks for itself.
